Environmental limits live in the authorisation and in the subsidiary regulations on water, air, noise, hazardous waste and authorisations. A library value is not a substitute for the condition on the project permit.
If the sample is missing, old, or still awaiting review, the metric stays unknown. It is not painted as inside a limit. Days to permit expiry are calculated from the document on file. A warning lead time is an internal target, not a statutory grace period.
