Guides
Guyana oil and gas compliance guides
Plain-English pages for the searches that do not yet have a careful answer: the Petroleum Activities Act, local content, EPA permits, GRA records, OSH, maritime duties, GNBS standards, and supplier onboarding. Each page cites an official source and says what it will not decide.
- Half-yearly local content report. The 30-day half-yearly local content report, the official guideline, and what a receipt looks like.
- A legal register that stays honest. How to keep a legal register that separates statute, guidance, permits and benchmarks.
- Petroleum Activities Act 2023, in plain English. What the Petroleum Activities Act 17 of 2023 covers, when it came into force, and why section 84 states minimum fines.
- Local Content Act 2021 requirements. Plain-English guide to the Local Content Act 18 of 2021: plans, half-yearly reports, and the three qualification tests.
- Local Content Secretariat: who files, and what. What the Local Content Secretariat asks contractors, subcontractors, and licensees to prepare, and what PetroMetric does not send.
- The local content register, not a private vendor list. How the government Local Content Register differs from a commercial supplier portal.
- Local content master plan reporting. The master plan, the annual plan, and the half-yearly report are three different documents under the Local Content Act.
- EPA Guyana permits and monitoring evidence. How to track an Environmental Protection Agency permit without inventing a discharge limit.
- Guyana Energy Agency: downstream, not the upstream licence. The Guyana Energy Agency covers downstream petroleum products. It does not replace an upstream licence.
- Ministry of Natural Resources, and the MNRE search. Searches for MNRE usually mean the Ministry of Natural Resources. Environmental permits stay with the EPA.
- There is no separate upstream petroleum ministry. The Petroleum Management Programme is the upstream petroleum resource inside the Ministry of Natural Resources.
- GRA tax for contractors: records, not a rate card. What Guyana Revenue Authority records a contractor should be able to show, without a tax rate or a made-up penalty.
- OSH Act and OSHA: do not mix them. Guyana's Occupational Safety and Health Act is a local statute. US OSHA is a benchmark unless counsel says otherwise.
- Maritime Administration: vessels and marine operations. MARAD covers ships, seafarers, and marine pollution duties. It is not the upstream licence and not the EPA permit.
- GNBS: standards, meters, and what is not a licence. The Guyana National Bureau of Standards publishes standards and legal metrology. A standard is not automatically a criminal offence.
- Stabroek supplier registration is not the statutory register. A commercial supplier portal for Stabroek Block work is not the government Local Content Register.
- HSE records: evidence, not a badge. How to organise health, safety, and environment evidence without calling it a compliance certificate.
- Emissions and flaring: use the permit, not a generic cap. Report the flare and emissions figures the permit and the licence actually require. No universal limit is stored here.
- Supplier onboarding without mixing four different files. A checklist that separates the statutory certificate, tax identifiers, safety evidence, and commercial prequalification.
- Contractor compliance software, local content, and EHS. How local content compliance software differs from a generic EHS suite, without a certification claim.
