Programme-specific prohibitions, licences and the 50 percent ownership rule have to be applied to the counterparty, vessel and beneficial owners. A list hit is adjudicated by a person. It is not labelled as a sanctioned party before that review.
Applies to. US persons, including US entities and their foreign branches, and others when a programme says so. Guyana is not automatically sanctioned.
Verification. IEEPA criminal text is cited. Inflation-adjusted civil ceilings were not verified.
