Half-yearly local content preparation with the 30-day rule, plan targets and a human submission step.
The 30-day rule
Local Content Secretariat half-yearly guideline version 4, dated 13 June 2025, says section 12 of the Act requires the report within 30 days after the end of each half calendar year. The same guideline states the deadline as on or before 30 July for January to June, and on or before 30 January for July to December. If that date falls on a weekend or a bank holiday, the guideline extends it to the next business day. Do not substitute 31 July.
The preparation pack lines up procurement, employment, capacity development and the comparative view a reviewer needs. Nothing is sent to a regulator automatically. A signed submission and a receipt are the evidence of filing, not an email draft.
Plan targets are not a blanket percentage
Original schedule examples such as catering at 90 percent and warehousing at 60 percent are source examples only until the current schedule and the approved plan are reviewed. The workspace stores an approved-plan target separately and labels it as configured, not as a statute.
